社區管委會反對FTTH建置的理由？

1. 社區已經有其他MSO業者進駐&與管委會達成協議，要求獨家經營
2. 管委會可能有要求提供公共電費補貼、住戶補貼、回饋金、社區優惠價…etc 雙方在價格上談不攏
3. 管委會或多數住戶擔心有電磁波影響
4. 社區、大樓既有的水平纜和垂直纜有問題，需要更新纜線，但社區沒經費，住戶也不想另外花錢請人施工，要中華電信全包。
