安倍：應修憲法第9條

日本首相安倍晉三今天在參議院接受質詢時說，激進組織「伊斯蘭國」綁架日本人，自衛隊應該出動救人，相關法令正在修，但憲法上有其限制，「為營救在國外被綁架拘禁的日本人，應該修改憲法第9條。」

安倍說，依目前的憲法解釋，自衛隊要行使武力必須符合「新3要件」，所以自衛隊或其他單位要動用警察權營救日本人，須得到所在國同意，但不含「準國家」的武裝組織。他說，「修改憲法第9條是為保障人民的生命及財產安全。」日本憲法第9條明訂日本放棄戰爭、不維持武力、不擁有宣戰權。
