六度遭阻之後，行政院長江宜樺今日終於上台進行施政報告。因今日院會議程要處理的報告事項多達逾300案，江宜樺約在11時50分才上台，上台前先深深向立法院長王金平一鞠躬。

江揆剛一上台，台聯立委三人隨即拿著寫有「監聽國會無法無天」、「服貿協議＝黑箱協議」、「台電漲價無理立即撤銷公告」等抗議看板，衝到台前，國民黨數名立委原本試圖勸阻，並強調讓江揆報告是朝野共識，但台聯立委堅不撤退。

因舉牌未妨礙報告進行，國民黨立委最後都退回座位，雙方並未爆發肢體衝突。
