三、根據學者 Eugene Bardach 所提出的政策分析八部曲，政策分析的工作起於 「問題界定」，止於「方案推薦」，政策分析家（policy analyst）推薦方案時， 需要良好的對外溝通能力； 另外，學者 David Weimer 與 Aidan R.
