監察委員楊美鈴指出，悠遊卡公司向監院承諾，將自8月1日起，記名悠遊卡持卡人掛失悠遊卡，自負風險的時間，將由目前的6小時調降為3小時，以保障持卡人的權益。

楊美鈴最近提出「記名式悠遊卡掛失保障未盡周延案」調查報告。她說，調查發現，記名悠遊卡1年約掛失30萬餘張，但悠遊卡公司給持卡人「自負風險」的時間太長，從掛失起算，自負風險6小時，保障不夠周延。

楊美鈴說，目前香港發行類似悠遊卡的八達通公司，都已能做得到3小時自負風險，相信我們也能做得到。對此，監察院在約詢台北市政府交通局官員時，悠遊卡公司承諾，於8月1日起，調降為自負風險3小時。
